Occupational Risk Assessment and Special Assessment of Labor Conditions. The Main DifferencesRussian legislation in the field of labor protection is focused on ensuring occupational safety and reducing occupational morbidity and injuries in organizations. At present, ensuring occupational safety is based primarily on a special assessment of labor conditions at the workplace. This procedure is regulated by Federal Law No. 426-FZ from December 28, 2013 “On special assessment of labor conditions” and replaced the previously existing certification of workplaces.

The results of special assessment of labor conditions, of course, can and should be used to create adequate working conditions at workplaces, since such special assessment involves the implementation of instrumental measurements of harmful and dangerous factors and the development of further improvement actions. However, such an assessment is not exhaustive in order to identify all risks and assign all necessary measures. Why is it so? There are 2 main reasons:

  • Content of special assessment of labor conditions. When conducting special assessment of labor conditions, a number of factors of the working environment are not measured, there is no assessment of the risk of injury, there is no accounting for non-standard and emergency situations.
  • Payment for services of a third-party organization. Since a third-party authorized organization is involved in conducting special assessment of labor conditions, the customer always seeks to save financial resources, accordingly unifying the names of positions, reducing the number of jobs, etc.

In this regard, it is recommended to develop and implement work with occupational risks, which will take into account all the above factors, as well as the personal characteristics of employees. Below are the main differences between the assessment of occupational risks and the special assessment of labor conditions:

  • occupational risk assessment considers all activities of an employee, while special assessment of labor conditions is focused on a specific workplace. Thus, within the framework of the occupational risk assessment, the risks of personnel movement (movement in galleries, corridors, territories, etc.), its temporary working operations, as well as actions in cases of non-standard and emergency situations will be taken into account;
  • occupational risk assessment can take into account the instrumental measurements of production factors, special assessment of labor conditions is limited to instrumental measurements of harmful and dangerous factors;
  • occupational risk assessment is an ongoing procedure that requires, according to classical approaches to risk management, periodic analysis and revision, while special assessment of labor conditions is held once every 5 years;
  • the system of work with occupational risks is always built with the involvement of internal personnel of the organization (system development, personnel training, involvement of personnel in the search for and reduction of professional risks (frequent practice - One Point Lesson). Special assessment of labor conditions is conducted by external specialists.

Summing up: occupational risk management is a key moment in the system of labor protection management in an organization and it ensures the effectiveness of the system at the lowest cost.
