Technical Regulation of the Customs Union on the Safety of Agricultural and Forestry Tractors and Trailers

TR CU 031/2012 with TMS RUS

The TMS RUS certification body was among the first certification organizations in the Customs Union accredited to assess/verify the product conformity to the requirements of the Technical Regulation of the Customs Union on the Safety of Agricultural and Forestry Tractors and Trailers (TR CU 031/2012).

We cooperate with leading testing centers that have all required facilities and highly trained specialists to perform testing of agricultural equipment: Kirov Machine Testing Station, Central Black Soil Region Machine Testing Station, and North Caucasian Machine Testing Station. We also have established close relationships with laboratories in Belarus.

The Technical Regulation sets out a period for transition from previous certificates issued in line with national rules; the transition period expires on March 15, 2017.

Special Aspects of the Technical Regulation:

  • The safety requirements set out in TR CU 031/2012 are harmonized with Directive 2003/37/EU and supplemented with the requirements of Russian and Belorussian national standards and the Regulations of the United Nations Economic Commission for Europe (UNECE). However, unlike the Directive that provides for the type approval procedure, the Technical Regulation establishes the product certification procedure.
  • The TR sets new requirements, including component-related ones. For example, the required level of the diesel engine emission is Stage IIIA/Tier 3, and from February 2017 it is to be Stage IIIB/Interim Tier 4.
  • Tractors and their trailers are classified by category (T, C and R) and type.
  • Component type approvals issued as per the UNECE Regulations (adopted at the World Forum WP.29) are accepted as an evidence base.
  • The manufacturer is obliged to develop a product specification according to the prescribed form, which must contain information to be included in the annex to the certificate.
