TR CU 012/2011 in Detail
TR CU 012/2011 applies to electrical equipment, including Ex-components and non-electrical equipment intended for work in explosive atmospheres.
The main features of equipment and Ex-components and non-electrical equipment intended for work in explosive atmospheres is the availability of:
- Means of the explosion protection specified in the technical documentation of the producer.
- Explosionproof marking applied to equipment and Ex-components.
The requirements of the Technical Regulation of the Customs Union to equipment intended for work in explosive atmospheres are intended to ensure protection against one or more risks to human health and safety and to prevent any confusion or deception of consumers.
The Technical Regulation has the following key special aspects:
- Confirming compliance with the requirements of TR CU 012/2011 is available in the form of mandatory certification only.
- Apart from Confirming compliance with the requirements of TR CU 012/2011, Explosion-proof equipment could fall within the scope to another Technical Regulations.
- Safety requirements can be ensured by meeting the requirements of the technical regulations directly.
- New safety requirements and standards.
- General list of requirements for operating documents.

FAQ.
What is scope of TR CU 012/2011? What is the procedure?
TMS RUS: ТР CU 012/2011 is applicable for electrical equipment, including Ex-components, and non-electric equipment intended for operation in explosive atmospheres. Conformity assesment of equipment is mandatory and carried out in the form of certification. The certification procedure includes: submitted documentation analysis, sample testing in an accredited testing laboratory (schemes 1c, 3c, 4c), as well as production audit (scheme 1c).
What is the validity period of the certificate of conformity acc. to TR CU 012/2011, issued by TMS RUS?
TMS RUS: The validity period of a serial production certificate of conformity is not more than 5 years. Batch (single item) certificate of conformity validity period is not regulated.
What is the documentation set to be submitted for the TR CU certificate of conformity execution?
TMS RUS: The list of required documents depends on several factors, such as a batch or a serial certificate, foreign manufacturer or a resident of the EAEC, Ex-labeling of the equipment, etc. In general, the following documents should be submitted for the certification procedure:
- Application for issuance of a certificate.
- Technical Conditions.
- Technical passport (Datasheet).
- Operating manual.
- Electrical circuits.
- Ex certificates for components (if any).
- Signed assembly drawings indicating the materials used and explosion protection parameters.
- ISO certificates (if available).
- Charter documents and bank information.

We are the designers of electrical equipment. We would like to understand the key requirements for the equipment to conform them in order to obtain an Ex-certificate. Also what are the timeframes for the issuing of such a certificate?
TMS RUS: Products intended for operation in explosive atmospheres should be manufactured in accordance with the requirements of the Technical Regulations of the Customs Union 012/2011 "On the safety of equipment for work in explosive atmospheres". Compliance with this Technical Regulation (TR CU) is carried out by applying standards on a voluntary basis. Requirements for the design and installation of electrical installations are contained in the following standards: GOST IEC 60079-14-2013 « Explosive atmospheres. Part 14. Electrical installations design, selection and erection GOST IEC 61241-1-2-2011 Electrical apparatus for use in the presence of combustible dust. Part 1. Electrical apparatus protected by enclosures and surface temperature limitation. Section 2. Selection, installation and maintenance. GOST 31439-2011 «Equipment and components intended for use in potentially explosive atmospheres in underground mines. All the electrical equipment should conform with: GOST 31610.0-2014 (IEC 60079-0:2011) « Explosive atmospheres. Part 0. Equipment. General requirements. The manufacturer states an Ex-labeling for its equipment according to GOST 31610.0-2014 (IEC 60079-0:2011). After determining the labelling, it is also necessary to use the standards for certain types of Ex-proof, for example, for equipment in an explosion-proof enclosure, GOST IEC 60079-1-2013 "Explosive atmospheres. Part 1. Equipment with type of protection "explosion-proof enclosure "d". The certification procedure depends on the certification scheme chosen by the applicant (serial production, batch, single item), and the complexity of the applied Ex- equipment. The process of certification takes approximately 1-2 months.
What is the difference between the certification of electrical equipment on TR TS between RN and RV for hazardous mines for gas and dust?
TMS RUS: In gas and dust hazardous mines, equipment with RO, PB or RP level of explosion protection can be used. This equipment is subject to mandatory certification on TR CU 012/2011. Explosion protection level RN means that such equipment can be used only in mines that are NOT DANGEROUS regarding mine gas and dust, consequently it is not in the scope of TR ТС 012/2011.
Is it necessary to obtain a TR CU 012/2011 certificate of conformity for a pumping unit intended for use in explosive atmosphere if all Ex-components already have their own Ex-certificates?
TMS RUS: Complex multicomponent equipment, such as pumping units, is to be certified assembled, as it has its own potential ignition sources (such as heating parts, static electricity, moving parts friction, etc.) and the availability of valid certificates for Ex-proof components does not guarantee safety of equipment as a whole.
